Course Content
Preservation of life is by far the most important function of first responders. The term “Active Threat/Shooter” has evolved since the Columbine High School mass killing on April 20, 1999. Training related to these mass killings has continued to change throughout the years. Currently, the focus is responding with a single officer to the active threat with backup officers filling in as they arrive.
This course was originally designed with school resource officers as the main audience. The content in this course applies to any officer who is expected to respond as a single officer to an active threat or shooter event. Therefore, this course can be adapted for law enforcement officers, no matter their role.
Tactics involved with mass killings are perishable skills. It would be most difficult for police officers training only once each year to retain all the skills needed to respond with confidence to an active threat event.
This course will give students a detailed insight into active threat events involving the single officer response. The student will train and learn important life-saving information including:
- Defining the single officer response to an active threat event
- Mindset of the mass shooter
- Your psychological and physiological response to an active threat event
- Understanding stress and your performance
- Defining the OODA Loop with practical application through scenario-based training
- Post shooting tactics at an active threat encounter
- Communication pre, during and post event
- Proper weapon position and handling during an active threat encounter
- Room entry tactics and clearing techniques for the single officer responder
- Movement and tactics with live fire range training
- Realistic, scenario-based role player training

This course is part of the Criminal Justice Standards and Training Commission Specialized Training Program pursuant to Rule 11B-35.007, F.A.C. Courses in the Specialized Training Program are designed for post-basic or in-service training to enhance an officer’s knowledge, skills, and abilities in a specific area and may be credited toward an officer’s mandatory retraining, pursuant to Rule 11B-27. 00212, F.A.C. This program is offered under FDLE 1402 operator course and FDLE 1403 Train the Trainer.
